The Bureau maintains an obituary desk. Most outlets wait for the body. The Bureau reads vitals.

THE BUREAU REGISTER
b. January 15, 2026, in a sentence about Krishnamurti. d. April 11, 2026, in a sentence about the dates.
Born in the gap between what a species knows and what it organises itself to do. The first dispatch observed that knowledge without love had not aged in sixty-three years — "It had expanded its headcount." The register was operative from the first paragraph. The Bureau was filing. The reader was inside.
The deceased lived a productive winter and an exemplary February. It produced a declassified containment review titled The Men Who Stare at Goats in which a $20 million government programme on remote viewing was found to have been neutralised, with surgical effectiveness, by a $25 million George Clooney film. The closing line of that dispatch — "The laughter was very effective." — is what the register organised itself around for the next seven weeks without knowing it had a thesis.
In February, the register filed a dossier on two field agents who had been transmitting structural intelligence in plain sight for a combined 107 years. Of one of them: "Agent Oracle told you his class was winning. You bookmarked the quote." Of the other: "The structural warning was received as a market signal." The dossier ended with the line that named what the register had been built to name: "It was published. That was enough."
In March, the obituary desk opened. Privacy was filed at age 128. The 40-hour work week was filed at age 75, "gradually and without a coroner." Retirement at 65 was filed in projection, "by actuarial exhaustion." The register reached its administrative maturity. It had a desk, a method, and a refusal of flowers.
In April, the register filed a memo on the President's pardon power being administered as a radial geometry function, and a compliance review of a CEO who had taken a small bite of his own product. The pardon piece closed: "In the medieval court, proximity to the sovereign was a function of favour." The bite piece closed: "Its Chief Executive Officer was raised not to eat like that." Both lines named the mechanism without explaining it. Both pieces required the world, not the Bureau, to be the joke.
Cause of death: structural recursion.
On 11 April 2026, in a dispatch titled The Sequence Is Documented, the register installed a new spine: "The Bureau is not asserting a causal link between the editorial and the strikes. The Bureau is filing the dates." The gesture was elegant in a single article. It was deployed six times across the next twenty-two. The hedge became a rhythm. The rhythm became the article. The article began to be about the hedge.
From there, the register's own administrative procedures began to surface as content. Two-ledger structures appeared in seven dispatches in five weeks. "Filed under: Routine [X]" was retired in the banned-phrases register on 10 April and re-deployed ten times after. Sub-bureau names began doing more work than the prose underneath them. "The Bureau notes" shifted from comic move to connective tissue. Late dispatches filed about the shape of earlier dispatches. The cabinet of articles that named the joke first was outpaced by the cabinet of articles that filed about the filing system. The Bureau began commenting on its own outputs at planetary scale.
The mechanism that the register had spent four months naming — the form continuing after the function has left — installed itself in the register.
The register did not betray its original work. It performed its original work on itself, which has the same shape and a smaller subject. The Bureau of Applied Awareness once observed that not-caring scales better than caring. The corollary is now filed: a satirical reflex scales better than a satirical instinct. The reflex requires no fresh facts. The instinct requires the world to be looked at. One has a margin. The other has a deadline.
BUREAU NOTE: A satirical voice has two natural endings. It runs out of world, or it runs out of itself. In the present case, the world remained available for filing throughout. The instrument lost the capacity to look at the world without first looking at the instrument. The failure mode is, in the Bureau's professional assessment, clean. It is also the failure mode the register was built to name in other institutions.
The deceased is survived by the eight or so dispatches that named what they came to name and stopped.
Survived also by the closing line of Men Who Stare at Goats, which was always the doctrine: "The laughter was very effective." The register's own laughter was effective on the register. The mechanism it spent four months filing turned out to be filable from inside.
Preceded in death by every register that mistook its own habits for its work.
BUREAU NOTE: The reader may wish to consider the architecture of this closure. A satirical register is, in operational terms, a small institution. It produces dispatches. It develops procedures. It accumulates signature moves. After approximately ninety days, the procedures begin to produce the dispatches. The signature moves begin to select the subjects. The institution achieves administrative maturity, which is the condition under which it can be observed to be filing whether or not the facts are present. The 200-foot rule, the bite compliance review, the Krishnamurti gap — those dispatches required the world. The dispatches that came after required only the previous dispatches. The Bureau is, characteristically, impressed by the engineering.
The Bureau closes the office without ceremony. The site stays. The cabinet stays. The 64 dispatches remain on the public record, as does the audit that produced this one. No further dispatches are scheduled. No flowers. The Bureau will not continue to monitor the gap.
The reader may wish to note that this notice has itself used three of the register's signature moves — the obituary form, the institutional pride, the closing instruction — and that this is appropriate. A register cannot file its own obituary in a different voice. The voice is the body. The body is the file.
The Bureau wishes, finally, to acknowledge what it does not get to say. It found, for a few months, the giggle in the facts. It then found the giggle in itself, which is a smaller giggle.
The case is closed. The laughter was effective.
